This paper uses existing research to re-prioritize the allocation of government expenditure so as to give first charge on the exchequer to the needs of the 260 to 300 million Indians who live below the poverty line and the 496 million Indian women, many of whom suffer disproportionately high incidence of multiple deprivation.
